A webcam in simple is a digital camera that is attached to the computer with the help of USB port. This camera captures images which can be accessed and also transmitted through internet. If you need to transmit streaming video then the frame rate should be set to at least 15 frames every seconds. However a 30 frames per second rate will be a perfect configuration to transmit streaming videos.

When the frame is captured the webcam software generally broadcasts the image through the internet and these images can be again broadcasted through different methods. The simplest method among these is where the webcam software changes the capture images to JPEG format and loads them to the web server through file transfer protocol.
